Shri Arun Mahesh Babu M.S., IAS, serves as the Municipal Commissioner of Vadodara Municipal Corporation and Chairman of Vadodara Gas Limited. He is a seasoned administrator with extensive experience in the energy sector and urban governance. He has previously led UGVCL and GPCL as Managing Director, spearheading reforms in power-distribution reliability and renewable-energy integration.
He has also served in various key administrative positions, including Collector and District Magistrate of Rajkot, District Development Officer of Ahmedabad, Chief Executive Officer of Rajkot Smart City, Assistant Collector of Mehsana, Divisional Forest Officer of Sambalpur, and Assistant Conservator of Forests in Keonjhar and Koraput.
In his current role, he continues to apply his strategic vision and cross-sectoral leadership to strengthen municipal infrastructure and service delivery. As Chairman of VGL, he provides strategic direction and governance oversight, guiding the company’s growth, operational excellence, and commitment to safety, sustainability, and regional development.
Shri Vinay Krishna Srivastava has over 24 years of distinguished experience in the downstream oil and gas sector, with specialisation in natural gas marketing, business development, and city gas distribution infrastructure.
Before joining Vadodara Gas Limited, he held leadership positions at GAIL (India) Limited, GAIL Gas Limited, and the Petroleum and Natural Gas Regulatory Board (PNGRB). He has led several large-scale business turnarounds, including driving Bengaluru City Gas Distribution to record revenue and profitability.
He has played a pivotal role in expanding CGD networks across 16 new geographical areas, formulating key PNGRB regulations, and commissioning India’s first LNG/LCNG stations. His strategic foresight, regulatory expertise, and strong stakeholder engagement continue to advance India’s clean-energy transition.
Shri Ganga Singh, IAS, serves as the Deputy Municipal Commissioner of Vadodara Municipal Corporation and Director (Commercial) of Vadodara Gas Limited. He previously served as Managing Director of Gujarat Medical Services Corporation Ltd. (GMSCL), Gandhinagar, and as District Development Officer of Chhota Udepur, where he contributed to significant improvements in health-sector procurement, operational efficiency, and public service delivery.
With rich experience in administrative leadership, public service management, and urban governance, he brings a versatile and solution-oriented approach to his responsibilities. His appointment reflects the government’s commitment to deploying dynamic administrative talent across critical civic and developmental functions.
Shri Sudhir Kumar Dixit serves as the Chief Operating Officer of GAIL Gas Limited. An Electrical Engineer with an MBA in Finance, he brings over 32 years of diverse experience in the oil and gas industry. Prior to his current role, he served as Chief Executive Officer of JBF Petrochemicals Ltd. (now GAIL Mangalore Petrochemicals Limited – GMPL), where he successfully completed major construction activities, revived plant operations, and steered the company toward production readiness.
Earlier, he was part of the top management at GAIL’s Pata Petrochemical Complex, playing a significant role in strengthening operational performance and organisational capability.
Shri H. C. Pant is an Instrumentation and Control Engineering graduate from the University of Delhi, with over 28 years of experience in the petrochemical and city gas distribution sectors. He spent 25 years with GAIL in the petrochemicals domain, leading key initiatives in automation, process and safety controls, advanced process systems, and digital integration.
As General Manager at GAIL Gas Limited, he heads corporate project planning, engineering, and execution, driving expansion of pipeline networks, CNG/LNG stations, and PNG infrastructure across 16 geographical areas. He also leads the organisation’s digital transformation efforts, with a focus on smart metering, automation, and data-driven operations to enhance efficiency and reduce manual intervention.
